China ROHS Certification Guide

The full name of ROHS is "Restriction of Hazardous Substances." It originated from the EU, which first introduced the directive in 2003 and made it officially effective in 2006. Since then, China has also implemented its own ROHS certification system, known as the National Promotion ROHS Certification, to align with international standards and enhance the competitiveness of its electronic products in the global market.

The background of China ROHS Certification can be traced back to the promulgation of the "Administrative Measures on the Control of Pollution Caused by Electronic Information Products" on February 28, 2006, which took effect on March 1, 2007. This regulation identifies six toxic and harmful substances contained in electronic information products, including lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB), and polybrominated diphenyl ethers (PBDE), and adopts a catalog management approach to gradually prohibit or restrict their use.

To effectively implement the relevant work in the "Administrative Measures," the "Implementation Opinions on the National Unified Voluntary Certification for Pollution Control of Electronic Information Products" and the "Implementation Rules for the National Unified Voluntary Certification for Pollution Control of Electronic Information Products" were subsequently issued. The "Implementation Rules" clearly stipulate the certification standards, technical specifications, and other requirements.

The scope of ROHS in China covers a wide range of electronic information products, including but not limited to computers, mobile phones, televisions, refrigerators, and other appliances. The certification process requires manufacturers to comply with strict standards and procedures to ensure that their products meet the ROHS requirements. The main focus of ROHS is to restrict the use of certain harmful substances in electronic products. These substances include lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB), polybrominated diphenyl ethers (PBDE), and other harmful substances. The maximum allowable concentrations of these substances in electronic products are strictly regulated, typically set at 0.1% by weight, with some exceptions for lead.

To obtain China ROHS Certification, enterprises need to go through a series of procedures, including preparing the necessary documents and samples, selecting a qualified ROHS testing institution for detection, analyzing the test results, compiling a ROHS test report, and obtaining the certification certificate if the samples meet the ROHS standards.
